Clear packaging terminology separates the container in direct contact with the medicine from the outer carton and the distribution shipper. Recording the exact packaging layer in engineering specifications, batch records and deviation reports prevents ambiguity when tracing product protection, labeling accuracy or transport defects.
Primary packaging is the package in direct contact with the dosage form, secondary packaging encloses the primary pack and patient leaflet inside an outer carton or overwrap, and tertiary packaging groups finished packs into shipping cases and pallet loads.
Assign checks to the appropriate packaging layer
FDA’s container-closure guidance distinguishes primary packaging components—which touch the dosage form directly—from secondary packaging components that provide additional protection or carry required labeling. Under US 21 CFR 211.94, drug product containers and closures must not be reactive, additive or absorptive so as to alter the safety, identity, strength, quality or purity of the drug. When investigating a defect or writing an equipment requirement, identify which layer performs the function under review so that stability evidence, artwork verification and transport testing are assigned to the right component.
Connect each layer to its line operation
